Greensburg Rotary Club FLASH – 25 July, 2006

The Tuesday, 25 July, 2006 meeting of the Greensburg Rotary Club was called to order by President MARY CLYMER followed by the Pledge of Allegiance to the Flag (that would be the one with the red and white stripes!), “God Bless America,” and an Invocation lead by JIM STEELY.

Sgt.-at-Arms BILL McGRATH announced a current membership of 106, following the loss of members Karen McCalpin and Bill Taylor, and the day’s attendance of 50 members. Guests of the Day were REV. DOUG HEAGY of 1st Lutheran Church, REV. DUANE MORFORD of 1st United Methodist Church (Mark Barnhart) and LEIA SHILOBOD (Bob Bloom).

ANNOUNCEMENTS:

CARL ROSSMAN, citing the Program Committee’s efforts to provide quality programs throughout the year, called for someone to chair November programs. TONY MARTINO claimed that responsibility.

The membership was reminded there is no charge for members and their guests for the August 8 Annual Club Picnic at Greensburg Country Club. Invitations will be sent.

A Get Well card for BOB WILSON was circulated for member signatures and messages.

REBECKA HUTCHINSON was the pinch hitter for the month of July, leading congratulations and the singing of “Happy Birthday” in honor of the following: Anniversaries – WILL BROWN - 21 years, DICK CHELATED – 38 years, JOE CODRICK – 22 years, DAVE DELISI – 20 years, KATY DORAN – 9 years, DEBBIE HEPLER – 9 years, TONY MARTINO – 5 years, CHUCK QUIGGLE – 1 year, KEN RUTTER – 46 years. THE PROGRAM OF THE DAY:

July Program Chair, JEFF MALLOY, introduced ROBERT B. SCHAUB, Vice-President in-Charge who has served 31 years in operations of the Pittsburgh branch of 4th District Federal Reserve Bank of Cleveland. Mr. Shaub’s topic: “The Federal Reserve Structure, Purpose and Functions.”

Mr. Shaub began with a brief history of the Federal Reserve System, relating how it came about. Due to frequent economic downturns, deflation, bank failures, lack of banking regulations and the fact of multiple currencies in the late 1800’s and early 1900’s, a commission was formed in 1908 to investigate and determine how a national bank might function. The findings of that commission resulted in the Federal Reserve Act of 1913.

The Federal Reserve System is the US Treasury’s bank and is self-funded via government securities and earnings, priced services to financial institutions and is made of 12 District Federal Reserve Banks with a 7 member Board of Governors.

The Federal Reserve Bank of Cleveland serves the 4th District, which includes all of Ohio, Western PA and the WVA panhandle. The 9th largest District, it contains 325 banks out of the 7,000 nationwide.

Developed to function independently of government but within the government and it’s chairman regularly reporting to Congress, the Federal Reserve’s mission is maintaining “maximum sustainable growth” (with particular emphasis on the term “sustainable”) of the nation’s economy.

Following a brief Q & A, President MARY adjourned the meeting in the usual manner with the recitation of The Four Way Test.

Just as everyone was happily enjoying the return of BOB WILSON’s humor and style in the club’s weekly FLASH, you’ll have to endure substitute reports while Bob recuperates from knee replacement surgery. Good luck, Bob, and hurry back!

President MARY CLYMER opened the meeting with a welcome to all willing to come out and be “deep-fried Rotarians” in this summer heatwave, followed by the Pledge of Allegiance, “God Bless American” and an invocation by MIKE LUCOTCH

Sgt.-at-Arms BILL McGRATH announced the attendance for the day: 50 of 107 members plus one to be inducted as the world’s newest Rotarian. Guests for the day: Tyler Courtney’s guest Virginia AlTman and, even in his absence, Bob Bloom’s guests Leia Shilobod and Jacqueline Britt.

ANNOUNCEMENTS:

BILL McGRATH is collecting sign-ups for weekly Invocations, and will provide reminder calls in advance.

BILL RUDOLPH called attention to greeting cards being circulated – a Get Well for JIM HARROLD, hospitalized for a recurrence of cancer; a Sympathy card for KEN BACHA on the death of his father.

CHUCK ANDERSON circulated sign-ups for Rotary’s “Strike Out Hunger” at PNC Park July 30th. The Pirates vs. SF Giants begins at 1:35PM and the Tailgate Party at 11:30 AM. Grandstand tickets - $16 each; Tailgate tickets - $6 each.

CARL ROSSMAN announced the Annual Club Picnic for August 8, 6 PM at Greensburg Country Club. Carl expects great improvement over last year’s event and sign-ups will begin at next week’s meeting.

Pres. MARY circulated thank you notes – from a Scholarship recipient, from the Cathedral for a memorial gift – and acknowledged news coverage of Gene & Janet JAMES, Dick & Janet McNEAL for their sponsorship of a puppet show.

PROGRAM OF THE DAY: “No Child Left Behind” Act

JEFF MALLOY introduced Mr. ROBERT BAKER, Regional Representative for the US Department of Education. A native of SWPA, Mr. Baker currently lives in Philadelphia and serves the 5-state region of PA, WVA, MD, DEL and VA.

This was the 90th Rotary club presentation by Mr. Baker, focusing on the NCLB Program’s principles and goals, using your tax $’s to support state education programs. Among the disheartening facts:
• 2 out of 3 4th graders cannot read at the 4th grade level
• 7 out of 10 inner city students are not proficient in math
• PA statistics - 31 – 41% range for 4th & 8th graders proficiency in reading and math
• Out of every 100 9th graders – 68 will graduate from high school, 40 will go to college, 27 will finish their sophomore year of college, 18 will graduate from college in 6 years.

A law was passed in 1994 during the Clinton administration which called on states to set standards and become accountable for their use of federal $’s. Only 11 states complied, one of which was PA. The “No Child Left Behind” Act was passed in 2001, designed to enforce and expand on that previous law. In 2007 the federal government will spend 1.16 billion $’s on K – 12 education, a 34% increase over 2001 levels of spending.

“NCLB” is based on 4 common sense principles:
Stronger school accountability * Expanding options for parents * Tried and true teaching methods * Providing qualified teachers.
How are these goals met? While states still determine the standards, they are required to * Test reading and math annually * Test science annually * Provide a highly qualified teacher in every classroom * Receive an annual report card on school performance

President MARY led the membership in the meeting’s adjournment with the Four Way Test.

CELEBRATING OUR 90TH YEAR
THE FLASH of The Rotary Club of Greensburg for July 11, 2006

President Mary Clymer rang the bell for the first time as President of the Greensburg Rotary, and brought those assembled into order for our regular meeting. Please note that this is the exact date 90 years ago when this club adopted its Constitution and By-Laws and elected as its officers, Frank Miller, President; Joseph Strouse, Vice President; Secretary and Treasurer, B.W. Kerr; and Sergeant at Arms – E.H. Bair. There were 25 Charter Members.

It was party time at Greensburg Rotary today; the setting was highlighted by the table around which were seated new members of the 2005-6 year, and overhead were gala multicolored balloons. If it looks like a party, it must be a party – and it was! It all began with the invocation by Bob Wilson remembering our heritage of 90 years, and looking toward a future of service. President Mary made her first announcement, and it was, are you ready for this?...that there would be a short meeting of the board following the festivities for the purpose of handing out a proposed budget for the coming year. The regular Board of Directors meeting will be this Thursday at UPG, 6 p.m. She also thanked Tony Martino and his crew for the Twin Lakes Rotary Booth.
The announcements were called for, and Dennis Cremonese gave the Sergeant at Arms Report for the day which included 51 Greensburg Rotarians before Dennis lost count, and Visiting Rotarian Ron Pastor from the Latobe club. Guests included Tom Kern, Amanda Bloom, Jacqueline Britt, Leah Shilobod, Joyce Lock, Marcella Paz, John Barth.
Dennis procured two people to offer the invocations for the next two weeks – Jim and Mike offered to do it.Good job! Dr. Hower shared a thank you from Rosemary Apple from ARC thanking Rotary for the Picnic and fishing outing at Dr. Hower’s home. It meant a lot to those who came! Tony Martino thanked the volunteers for the help at the Rotary Gourmet Booth at the Arts Festival – and especially the 4 students to whom Rotary gave scholarships; Chuck Strobel, Paul Hochendoner, Hitesh – a former member; John Dickon, Chef Dato and his helpers; Mark Barnhart, Carl Rossman, Gene James, Ray Charley, Darrin Shaffer, Anne Peagler. Financial report to be given next week.
Then came the time for the party – cake and all! Anne Peagler and Mike Lucotch worked themselves into a tizzy dreaming this one up! It was in honor of the ALL STAR GAME DAY in Pittsburgh, and was our Home Run Derby. The club was divided into the American and National Leagues. Guess who did the pitching, why none other than our own MIKE L. He made each of the new members stand up at bat and then he threw some wild pitches to the club. Maybe the new members were really the catchers, and the members were the batters – whatever- The highlight of the whole thing was that we got to know our new members better – however, the American League won by one pitch – or one hit. The National League was hindered by the costume of the pitcher, and Mark Barnhart said it succinctly: “What is that thing around your neck?” (Those were his words invented by me.) The answer came swiftly, they were a new kind of Rosary Bead..or maybe Rotary Beads – with Baseballs after a number of smaller black beads…but you could tell that Mike loved doing the pitching. A good time was had by all. (Are we sure that Anne kept score properly, or was she biased?)
Following the party we had, what else, but more announcements to bring us down to earth.. President Clymer has information about STRIKE OUT HUNGER GAME AT PNC PARK, Sunday, July 30 at 1:30. If you are interested, please contact Mary. Mark Barnhart reminded us that our Rotary Membership Cards were in the Invoices that he handed out, or that you will receive in the mail. Bill Kern thanked us on behalf of himself and Chuck Anderson for the support of Rotary Foundation this past year, and included in the Invoice Envelope was a thank you and encouragement to keep up the good work this year. We closed with the 4 way test.
